Something I just noticed about the brochure rubs me the wrong way:

"Small business owners and local officials have competing priorities -- watching the bottom line, managing employees and serving customers/citizens."

As a small business owner I don't see those 3 as competing or exclusive. You have to focus on your customers, manage your employees in such a way that they do as well and then work to keep costs in line so that the revenue that customer focus creates delivers a positive bottom line, month in and month out.

Just a nit. And an oddly written clause in the brochure certainly isn't a sign to stay away. But sometimes I think those in government just don't get those of us in business.
